Operator of Yuen Long Dog Shelter “520 Stray Animal Station” Charged with 7 Offences, Including Animal Cruelty and False Reporting of a Crime

The Yuen Long animal shelter “520 Stray Animal Station” has been embroiled in an alleged animal cruelty controversy. The Society for the Prevention of Cruelty to Animals (SPCA) stated that it had received hundreds of complaints over the past year concerning the poor conditions at the shelter.

Earlier, the Agriculture, Fisheries and Conservation Department (AFCD), together with the police, conducted an operation and entered the shelter located in Yuen Kong San Tsuen, Pat Heung, Yuen Long, to carry out an investigation. During the operation, officials discovered that multiple dogs on the premises were abnormally emaciated and removed 11 dogs for further examination.

The shelter’s 47-year-old female person-in-charge was subsequently arrested and charged with six counts of animal cruelty and one count of falsely reporting that an offence had been committed, making a total of seven charges.

The case was first mentioned at the Tuen Mun Magistrates’ Courts on August 6, 2026. The defendant was not required to enter a plea at this stage, and the case was adjourned to August 20 for further proceedings. She was granted bail for HK$500 cash pending the next hearing.

Alleged Failure to Properly Care for Animals

According to the charges, the defendant allegedly cruelly treated five cats at the “520 Stray Animal Station”, located at 110 Muk Kiu Tau Tsuen, Kiu Hing Road, Yuen Long, on February 6, 2026, causing them unnecessary suffering.

The prosecution alleges that, as the manager or person responsible for premises where animals were kept, the defendant failed to maintain the facility in a clean condition and failed to provide adequate ventilation and drainage.

She is also accused of failing to provide the animals with sufficient clean drinking water and food on a daily basis, failing to provide suitable shelter as required, and keeping animals in inappropriate cages, thereby causing them unnecessary or avoidable suffering.

In addition to the charges involving the five cats, the defendant is also accused of cruelly treating one dog at the same location between January 17 and February 28, 2026.

Alleged Provision of False Information to Police and the SPCA

Apart from the animal cruelty charges, the defendant also faces a charge of falsely reporting that an offence has been committed.

According to the prosecution, during an investigation into a suspected animal abuse case involving a Golden Retriever named “Bonnie” between January 21 and May 15, 2026, the defendant allegedly provided false and misleading information to law enforcement officers and SPCA personnel.

She is accused of repeatedly fabricating about Bonnie’s whereabouts and medical treatment, and of presenting another dog as Bonnie at a veterinary clinic for examination. 

The prosecution alleges that these actions were intended to conceal the fact that the real Bonnie had not received appropriate treatment and had died in late February 2026.

Case Adjourned Until August 20

The incident has once again sparked public concern over the operation of animal shelters, animal welfare standards, and oversight mechanisms.

Following the first court appearance on August 6, the court allowed the defendant to defer entering a plea and adjourned the case until August 20. In the meantime, she remains on HK$500 cash bail pending further proceedings.
